Cassandre Pignon is the North and West Africa Regional Director at IDinsight, based in Dakar, Senegal.

Cassandre leads IDinsight’s engagements in West Africa, with a particular commitment to strengthening the use of data and evidence in policy making in Francophone regions and accompanying the transformation of francophone development actors.

Cassandre is the head of IDinsight’s West Africa Regional office based in Dakar, Senegal. In her 14 years in the sector, she has advised ministers, senior civil servants and industry leaders in the MENA region and Africa in designing and implementing ambitious programs and reforms to improve the socio-economic prospects of citizens.

Cassandre began her career in development and public policy 2002 in Dakar, Senegal with the French Institute de Recherche et Development. In 2007, Cassandre went on to join McKinsey’s newly opened Morocco office in Casablanca. As a consultant in the firm’s public and social sector practices, Cassandre helped senior government leaders and ministers in the MENA region and West Africa put in place ambitious, long term sectoral strategic plans – including country-wide strategies on Agriculture in Morocco and Youth Employment and Education in Tunisia. Between 2012 and 2018, Cassandre served as a Senior Advisor to ministers and heads of governments in Malawi, Ethiopia and Liberia helping clients leverage new governance tools such as delivery units through the Tony Blair foundation. She later took a leadership role with the UN’s Office of the Quartet in Jerusalem to help solve the West Bank and Gaza’s infrastructure gap leveraging blended finance instruments through partnerships with the private sector.

Fluent in English and French, Cassandre holds a Master of Engineering from the Ecole Nationale des Ponts et Chaussées and a Master in Public Administration from the Harvard Kennedy School.
